_PLN opens DPT Tanah at 1,015 points requiring 210 thousand hectares, lease & equity contribution schemes become solution so people’s land does not have to be sold_
JAKARTA, Gi-media.com,
– PT PLN (Persero) has made a major breakthrough in accelerating the energy transition. Through the _Market Sounding for the Establishment of a Selected Land Provider List (DPT Tanah)_ for the 100 GWp Solar PV Program and Battery Energy Storage System (BESS) at PLN Headquarters, Jl. Trunojoyo, Jakarta, Thursday (10/22/2026), PLN officially opened the opportunity for the public to register their land.
This breakthrough allows individual landowners with an area starting from 1 hectare in one plot to participate, on par with business entities, central/regional governments, SOEs, ROEs, and PLN Group.
National-Scale Land Needs: 210,474 Hectares at 1,015 Points
The relevant PLN Director explained that DPT Tanah was prepared to answer the main obstacle for developers: land uncertainty. The project presented includes Solar PV of around 54.7 GWp and 154 GWh of BESS, including distributed Solar PV until 2029.
The estimated national land requirement reaches 210,474 hectares in five regions:
– Java-Madura-Bali: 485 points (107,085.6 ha)
– Sumatra: 221 points (67,724 ha)
– Kalimantan: 103 points (17,931 ha)
– Sulawesi: 110 points (13,892.5 ha)
– Maluku-Papua-Nusa Tenggara: 96 points (3,841 ha)
This figure is an estimated requirement based on substation connection mapping, not land that has already been acquired.
No Obligation to Sell, Can Be Leased and Become Shares
An important point emphasized by PLN: DPT Tanah is not a land purchase scheme by PLN.
Landowners who pass the DPT will partner directly with selected Solar PV developers through schemes:
1. Lease
2. Land contribution as equity (inbreng)
3. Lending-use
4. Other agreed cooperation schemes
PLN acts as the electricity buyer (offtaker) through a Power Purchase Agreement (PPA). This means land rights remain protected and owners have bargaining power.
CFK Commissioner Represents KLKT: Momentum to Close Space for Land Mafia
At the event, Maret Samuel Sueken, Commissioner of PT Cahaya Fajar Kaltim (CFK), was present representing PT Ketenagalistrikan Kalimantan Timur (Perseroda) / KLKT based on Assignment Letter from the President Director of KLKT Number 03/ST/KLKT/X/2026.
Sueken was given the opportunity to express his views before the Market Sounding participants.
He appreciated PLN’s inclusive step that cuts the chain of intermediaries. According to him, DPT Tanah must be an instrument of protection for legitimate owners and narrow the practices of the land mafia.
“This open registration for the people must be guarded with layered verification. Check the registrant’s ID, land title, plot boundaries, dispute status, and ensure that those who register are the legitimate owners who are authorized. The energy transition must be profitable for the people, not a new loophole for document forgery and wild claims,” Sueken emphasized.
He stressed that clean energy development must prioritize legal certainty.
Strict and Free Verification.
PLN applies strict controls:
– Proof of legitimate ownership/control
– Land free from disputes, confiscation, and blocking
– Spatial planning suitability
– Location survey if required
– For forest areas, PPKH is mandatory
Examination includes document and field verification.
PLN emphasizes that DPT Tanah registration is free of charge. The cost of preparing documents is the responsibility of the participants. Registration for individuals/business entities via Vendor Management System (VMS) and PLN e-Proc, while government/SOEs/ROEs via official letter.
Schedule: Registration and document upload until October 29, 2026, determination & announcement October 30, 2026.
Early Interest and Kalimantan Opportunity
As of October 21, 2026 at 11.00 WIB, 31 registrants were recorded (29 business entities, 2 individuals). 20 have registered in VMS, 12 verified, 6 entered e-Proc. From 9 participants who listed their area, the initial total offer was 4,557 hectares.
For KLKT, the Kalimantan region with 103 points (17,931 ha) is a great opportunity for ROEs to help drive the regional economy through the provision of land that is clean and clear and partnering with credible developers.
Note for the Public:
Being registered in DPT Tanah does not automatically mean the land will definitely be used or immediately generate income. Utilization still depends on project needs, due diligence results, developer selection, and business agreements. (Ine)
